The proposed “Access Rule” which we mentioned on the last Member’s Call will, among other things, establish a requirement that 20% of the rate paid by Medicaid for personal care, homemaker, or home health would be compensation for “direct care” including nursing.  At this point habilitation services such as residential, day, or in-home (for example) would not be included.
