Arizona has released an RFP which seeks to have one or more MCOs manage two plans – the first to launch in October 2019 with limited services and the second in October 2020 with the nearly full array of services. Acute care services are already provided under contracts with three health plans.

The greatest concern is the intent that the plans participate in value-based purchasing initiatives – while this is a good tool to measure the return on investment for services intended to have short to medium term therapeutic outcomes, it is not a method which supports an individual’s choice of where or with whom they choose to live!
