The Governor Has Spoken

May 04, 2025

Friday (at 11:59 pm) was the Governor’s final day to act on the items from the General Assembly still in play:

  • Bills that the Governor amended and the members did not concur (returned for Governor’s action in their original form) and,
  • The “reenrolled” Budget with all the items in the original that the governor did not amend and those that the members did not concur with the Governor’s action.

Just a few updates and really no surprises:

  • The Governor signed the two liability claims bill (HB1730 and SB894) that were of great concern in their form as passed; not directly involved in the foster care liability coverage issue, but it certainly does not help.
  • The Governor had already vetoed both the minimum wage bill and the paid leave bill.
  • In the budget – the Governor vetoed the rate increase for nursing homes and blocked several new initiatives, but the $8.7 million for new SC;s and the Marcus Alert funds were maintained as originally passed.
  • The DD rate increases were never in jeopardy!

Here is the Governor’s final budget message.
